Well considering that the names are domesticated cat breeds I'm going to guess the bounties are also place holders.

i wouldn't get too high hopes;
there's plenty of junk NPCs (including a few officers) in the database that CCP doesn't clean up.
So i wouldn't be suprised if this were misleading you and distracting you from what they're really doing.
Maybe they're conceptualizing pirate faction titans to implement.
maybe they're adding more level 5 missions or updating the current ones with appropriate capital rats like they did to the ships in all the mordus missions. (non level 5 mission but the idea's there.)
