I use the following for low-sec exploration. It is good enough for all Radar / Magneto sites, and some of the lower-end combat sites. Yes, one could use a T3 which has more DPS / tank, but T3s attract a lot of unwelcome blobby attention. Pilgrims generally don't.

[Pilgrim, Blood Raider Exploration]
Medium Armor Repairer II
Medium Armor Repairer II
Armor EM Hardener II
Shadow Serpentis Armor Thermic Hardener
Energized Adaptive Nano Membrane II

10MN Afterburner II
Codebreaker II
Large Capacitor Battery II
Large Capacitor Battery II
Analyzer II

Covert Ops Cloaking Device II
Medium Unstable Power Fluctuator I
Salvager II
Core Probe Launcher I, Sisters Core Scanner Probe I

Medium Gravity Capacitor Upgrade I
Medium Gravity Capacitor Upgrade I

Hammerhead II x5
Vespa EC-600 x5
Hobgoblin II x5
Warrior II x5

What I have been doing recently is carrying the Analyzer in my cargohold and slipping ECCM in there instead; helps give you a tad more time if someone is scanning you down and you're almost done with a site. If you do that, or use T1 codebreaker / analyzer, you can swap the faction hardener for T2.

You shouldn't ever get caught, either at a gate or at a site, but just in case you derp then ECM drones and a neut give you a chance of escape.

DPS is all drones and not all that high, so running some sites can be a bit slow.

DPS: 238
Tank: 351 (EM/TH) / 193 (Omni)
Speed: 205 / 522
Agility: 7.9 / 11.4

My Lowsec Hunter on the cheap setup (notice the CPU...)

[Pilgrim, Lowsec]
Medium Armor Repairer II
800mm Reinforced Rolled Tungsten Plates I
Damage Control II
Co-Processor II
Adaptive Nano Plating II

10MN Afterburner II
Balmer Series Tracking Disruptor I, Tracking Speed Disruption
Stasis Webifier II
Faint Epsilon Warp Scrambler I
Medium Electrochemical Capacitor Booster I, Cap Booster 800

Medium Energy Neutralizer II
Medium Energy Neutralizer II
Covert Ops Cloaking Device II
Sisters Expanded Probe Launcher, Sisters Combat Scanner Probe I

Medium Egress Port Maximizer I
Medium Gravity Capacitor Upgrade I

Hammerhead II x5
Hobgoblin II x5
Warrior II x5
Vespa EC-600 x5

Of course you can switch out the Neuts, CPU, Rep, etc for faction stuff with lower CPU requirements and rop the CPU completely for another armor mod, but that gets expensive for only a modest gain IMO.
