Why didn't I recieve the free 200k SP?

My account was active during the period mentioned and yet none of my characters have received the free SP. Not even this one who had an active skill training queue going and on whom I play daily.

Why is this?

No need to raise a petition. I logged in and out a few times (when will they add a 'switch character' button to the escape menu?) and they showed up after the fourth time of logging. They sowed up on a character that i don't play and who hasn't been active for God knows how long mind, but hey, they're free. Perhaps I'll use them to start her out as a dedicated miner.
