Are unallocated skill points affected by attributes?

I am mostly training things that require Intelligence and Memory right now, so I have my attributes optimized accordingly. My Intelligence is 32, my Memory is 26, and everything else is 17.

There is however one skill I want to train that requires Willpower and Perception. I do not want to remap to these two attributes.

I do have some unallocated skill points. If I use those unallocated points to train this one skill that is Willpower/Perception will it be affected at all by my (currently low) attributes in those two areas?

from what I understand they can be applied to any skill on a point for point basis so are unaffected by your current attributes.

Your attributes will have no effect on the use of your unallocated points. That is a great use of your extra SP.

Attributes affect the rate at which you train skills. Attributes do NOT affect the number of SP needed to level a skill. If you have, say, 512,000 unallocated SP then that will train any 2x multiplier skill to level V irrespective of you current remap.

This is also why you should consider extracting skills that are on your current remap if you have the choice Blink
