NPC/pirate resist rates pr layer of defense?

I know this page http://wiki.eveuniversity.org/NPC_Damage_Types states resists, but are they omni resists to all 3 layers of defense: shield, armor and hull. OR are the resists pr layer in fact the same as for the faction ships for each type of NPCs, which this page lists http://wiki.eveuniversity.org/Pirate_Faction_Ship_Guide ?

I hope you understand what I am asking...
