Add new mobile depot to allow refit with weapons timer

With the upcoming cap changes CCP has stated they will also limit refits during combat. The intention is to stop people from refitting capitals with tank or dps as needed to account for the changes on the battlefield. Fair enough. As CCP has said this will force people to be more committed to how they fit their ships.

The knock on effect here is that site runners will also be stuck with a 1 minute cooldown before they can refit. This is hugely impactful to a small subset of site runners, most notably the passive rattlesnake and marauders in high class wormholes.

Eve has generally always been about method/counter method. ECM/ECCM, neuts/injectors, damps/sebos. Why not add a new faction or deadspace based (read: rather expensive) mobile depot that allows refitting with a combat timer, which could then be shot to disable it much like current depots.

This allows the site runners to continue to change around their fit while ratting but essentially removes the ability to refit in PVP as the depot and simply be destroyed.

You're in luck. NPCs don't give a weapons timer, so this doesn't affect those site runners in any way.

PVE will not be hurt by this, except for those who use Marauders (Bastion mode gives weapon timer)

Bastion Mode and Smartbombs do give a weapons timer.

No, refitting dreads during combat is pure lukemia. If anything mobile depots should have their sig radius increased (and sensor strength; to compensate for probing) so I can lock the damned things faster when the guy im shooting tries to change his hardeners to match my weapon type.

If brute force isn't working, you're just not using enough.
