IGB "Connection Refused"

Hi, I'm not sure this is anything to do with the client itself, but I would like to ask for help with a problem I've been having since I resubbed a couple weeks ago.

My ingame browser loads EVE Gate, but nothing else. Everywhere else, including eve.is and google, I get:

Error Loading Requested URL

The connection was refused.

Error Code: -102


Where should I start debugging this?

What can cause the IGB to fail like this when the client works fine otherwise?

OK, as I suspected, this wasn't a client issue... I had the proxy checkbox ticked in Internet Explorer's network settings. So this is now solved.
