Am I correct, that when doing invention, the ME & PE of the T2 BPC created are based off of the material needs of the ME & PE of the BPC they were created from?

The ME/PE of the T1 BPC is completely irrelevant. Only the optional decryptors have an effect on the ME/PE of the resulting T2 BPC.
