So far I've got a few 26-28bil buyout offers via Evemail rather than publicly here, so I assume the price is in that area range, but since they were private rather than public offers I am guessing they are at least a little bit of a lowball.

400m per 1m SP is about going rate for subcap pvp pilots, so 28bn sounds fair
