Ice belts should have visible cool down timers known to the player

Constellation based would probably keep the belts from getting too bunched up in random corners of the larger regions. Just take whatever systems they are currently in and tally them up to constellations and randomize the spawn between 3-5 hours. Although one thing that would probably need to be addressed is keeping the area of space where they spawn the same as in High/Low/Null, just because when CCP did the ice belt rebalance they redistributed everything according to their fancy metrics to prevent all of the ice that needed to be mined in from only being highsec.

Lowering the average to make you look better since 2012.

Ice is specifically in a single system in order to create conflict & concentration. So people wanting ice have known locations to contest. How successful it is at that is a different question of course.

Yet another idea that is way better than the OP's.

CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.
