I keep noticing that I have District Satellites appearing and disappearing from my overview.

Is there a change in the way they show up?

From memory they only appear when a pilot is at them. So that means someone is warping between them.

Ok, maybe with the grid change people are on grid with them more frequently now.

Seems a mess, a dozen sites appear/disappear every couple of seconds in some systems, even highsec ... I thought they are lowsec only ...and with no dusties in local either.

I'm my own NPC alt.

Same here, I posted a bug report about it. I wonder if warp tunnels are interacting with the larger grids now ._.

Dusties don't 'move' in local to the system they are fighting in.
Districts are on every temperate planet regardless of if it gets fought over from what I know.

CCP Nullarbor is working on a fix.

Has resulted from the change in grid size so he is working on some code change that will make it proximity based rather than on grid.
