If i have a account that has game time on it but no characters, is there anyway i can apply that game time to another account?

There is no way to directly transfer the game time.

However, depending on how many months you have, you could use the game time to build a character, and then sell that character in the Character Bazaar, and then use the ISK that you get from the sale to get PLEX to extend the subscription of another account. This will only be worth doing if you have, like, 6 months to a year of time. Any less time and the transfer fees etc. will make it not worth doing.

Petition and nicely ask to have it transferred.
Explain how you ****** up having gametime on an empty account.
