Very slow connections to EvE servers

At first I was having problems logging into the second client. I could get one client to load, then the other client would pass up to the client selection screen. Instead of loading portraits it went black, with just a small "Resources Loading" circle in the bottom left. Closed the clients, tried to run the repair tool. It kept getting hung up.

Then I uninstalled eve and tried downloading a new copy; however, not I only get 22 KBS connection to the EvE servers?

I'm trying to download from there.

What on earth just happened? Worked fine just a few hours ago?

Yep. Something on their servers. Put a ticket in so maybe they fix it. I am having the same problems.
