Seems there are different effects in different places as well... In the redoubt wormhole there is the structure but no rift effect there. http://i.imgur.com/xdiUFpb.jpg

TLDR on getting there:

when you land after taking the first gate into the site, just go straight and as fast as you can.

When I checked Redoubt, it definitely had a rift effect: http://i.imgur.com/pTIEntm.jpg
