Preferably lower sp, with shield skills and core drone skills trained (preferably with heavies trained).

Can be ishtar or VNI, I really don't care about sp, if it is a few mil sp with some of what I ask for link it anyway, I might be interested.

I don't want to be spending too much, i'm on a tight budget.

Also 15bil for 21mil sp is a bit much isnt it?

Heya!

Maybe I could be up for consideration. While she can't fly a covert ops ship, she isn't too far from it and 50k unallacated SP's to use for it to go that direction. She has Amarr frigate to 5, and ability to fly Assault Frigates fairly well. She is a great character for a starter pvp pilot (what I made her for).
