Some questions about that:

Will this ...
1. work in highsec?
2. work on all ships? Titans...
3. work on everybody? In fleet...
4. set you suspect if you accidently (cough, cough) jump somebody’s freighter around?
5. jump all ships in the direction of the dessy or the each ship individually?

Which given it's a very early reference could easily be talking about 'in fleet' and just not have felt the need to explicitly say that.
Or have read all the feedback on how horribly stupid that is and the effects it will have, and have changed it already to only in fleet etc.

To Op, basically you are asking for non existent details since they haven't given out the actual statistics or mechanics yet, just the general description.
