Link to Georgia state government page in launcher?

I've noticed this for a while, and it perplexes me to no end.

When I load the launcher, the center section (With the Apoc being attacked) takes a bit to load. Randomly, while it's loading, there's a small peach icon at the bottom of the image area. If you click on it, it opens www.georgia.org

I've noticed this on both my laptop and my recently acquired desktop, and on my fiance's desktop. What confuses me is that we live in Australia, so there's zero reference there.

State of Georgia has a programm to add to your finances if you link their website in your product somewhere. And since CCP has an office in Atlanta, which I guess is located in georgia, they can benefit from that.
