Active Rigs

I think T3 Rigs should come with the ability of being active like normal active module shield and armor hardeners with applicable bonuses that for exceed T1 and moderately exceed T2 attributes.

Take for instance a T3 Medium Anti-EM Pump III Rig. Damage Resistance Bonus when active - 50%
Uses half of the capacitor of normal active hardeners when active.

Drawback - 20% reduction of any Active EM Armor Module fit to the ship.
Increases the capacitor use of any active EM Armor Module fit to the ship by 10% when active.

(Does not effect DCU's)

Rigs are modifications to the original hull design, therefore rigs being "active" doesn't really fit.

Neuting already kills T3 cruisers pretty quick as it is.
