Can "System Index Cost" be reduced by gaining Corporation standing at a given station?

Nope.

Index Cost is based on how busy the system is. Start ganking all the industrialists in the system, they'll move elsewhere, you can keep their loot, AND the Index Cost will go down.

The old industry system had a fixed number of slots available for research or production jobs. If they were in use, you had to wait or go somewhere else.

The new system has eliminated slots - any number of jobs can be submitted and, without the index, all industry would be concentrated within a few jumps of the major trade hubs. The index provides an incentive to do industry in more remote locations.
