Just use a Hurricane.

Agreed you dont need or even want a BS for level 3s.
Hurricane will get the job done.
BCs are about to get a buff to make them more viable in PVP, the fortunate part is, the buff is to range and that also makes them much better for mission running.

Plenty people use Machs for blitzing lv3s. I have no data, nor have I seen much data but some claim it gives better isk than blitzing lv4s. At the very least it's a way to grind faction standing

Gnosis is a fine ship, let's you explore different weapons more than any other ship.

Data it is somewhat manipulated but mostly good stuff.
Not something to recommend to beginners though.

That'll work. Not the very efficient due to split damage but very effective if you are a noob relative to the other BCs. (No need to train any BC skills.) The only real downside is the price.

I especially enjoyed using it low sec and WHs with a noob alt I recently started training. That ridiculous agility really helps when you are being hunted.
