High Sec Pod Killing

Just a query, as I've always wondered, and never seen a straight answer anywhere, can anyone confirm if pilots with a sec standing of -5.0 are allowed to be pod killed without any CONCORD reprocussions or standing loss when in high sec?

I found a post from 2010 where the following statement was made:

1. War Target
2. Outlaw (-5.0 and lower)
3. Corporation Member

When they are -5 they are red blinky and can be killed in any form of ship/pod.

Fawk, ive seen this so many times, already. PEOPLE LEARN GAME MECHANICS!

1. Red - outlaw or global criminal countdown - doesnt flash unless the following.
2. Flashy red - that particular outlaw or criminal has agressed

if its red, its dead - meaning you can shoot and concord, navy or gate guns will NOT intervene and you wont suffer a security status hit.

Once that pilot agresses you back, they go flashy red.

War targets are always flashy red while the war dec is live and valid.


in nullsec none of this applies. If the pilot doesnt have a star, and isnt blue or backstab blue you shoot him.
