These are some discussion points to help improve faction war sovereignty warfare. There are many aspects to faction war. This thread is to discuss some issues that I think would make fighting for fw occupancy/sovereignty more fun. CCP has already indicated a liking to some of these ideas.

In general I think tend to think the pvp in plexes is the most fun. So generally the ideas I support tend increase the fights per vp. (please note: I said vp not lp) I think these changes would help:

1) Timer rollbacks.

2) Better intel tools about where plexes are being run.

3) Treat complex dead space as another system with respect to off grid boosting so that you will only get the boost if you can bring the ship in the plex –such as if they made bc plexes. Off grid boosters simply destroy the balance of ships that the fw plexs hope to create.

4) Relax the station lockout rule. Allow both sides to dock if the system is contested or at least contested to a certain percent.
a. This give reasons to fight for plexes on the front end of system contesting and not just on the back end when the system is highly contested.
b. Eases the burden on fw pvpers who want to have ships throughout the warzone for pvp.
c. This will allow faction war pilots to have more ships throughout the warzone and also go on more roams and fight more groups throughout the warzone.
d. The disadvantage is that people who do not want to learn how to undock a ship safely will be slightly more likely to become victims to station campers.

5) Consider bringing back a cashout system. The cashout system required the entire militia to coordinate and created more interest in fw sov than I can remember. Yes certain measures and tweaks would need to occur so it’s not to someones advantage to have alts flip a system for the enemy. But those tweaks can be done. Moreover the current system gives the rewards to people who did not help a losing side win sov and just join the winning militia *after* it already is winning. The cashout system rewards those who stick with a militia and help that militia gain a winning tier.
This may mean that the current lp would have to be legacy lp that can only buy items at the current price and the new lp will be able to be used at the discount based on higher tier.

6) Consider reducing the amount of net vp needed to flip a system. (or allow each plex to count for much more vp like it did before inferno.) If the station lockout rule is relaxed we can have a bit faster effect of plexing a system for a night. People can feel like they actually accomplished something after spending a few hours focusing on a system.

7) Treat fights inside plexes as if they are in null sec so you don’t lose security status for fighting in them.

Other ideas have been suggested.

The following ideas are ones that I don’t really think will make the activity of plexing more fun so to some extent I think they miss the point. But they should be discussed as well:

A) Increase/decrease consequences of winning sytems
B) Increase/decrease strength of rats
C) Only allow ships to fit certain mods in plexes (eg., no stabs)
I really don’t think any of these ideas will change things for the better much. I guess I would prefer ccp to remove all the rats and leave it to the players with better intel tools to defend plexes. But the current rats are not too bad.

Please give us timer rollbacks, and also apply them to sov nodes in nullsec, in a way that not offensively contested nodes will slowly roll towards the defender's side.

Holy **** why do we even still have to ask for this, CCP, now you have the chance to GREATLY enhance gameplay in TWO of your major PvP centric areas!

I'm not familiar enough with null sec mechanics to speak to them at all.

In FW I would want the rollbacks to occur regardless of whether the plexer is defense or offense. There are obviously different considerations in null sec sov that might mean it would be better to help the defense.

CCP said they supported the idea of plex timer rollbacks for faction war. But they tabled this idea and the idea of giving militias better intel tools. These were two of the important changes that would make sov more of a pvp mechanic and less of a farmer mechanic. Interest in FW sov mechanics has definitely waned. Hopefully some of these changes will peak peoples interest, without just throwing isk at it.

So the rollback timer is actually a very good idea.

The rest of the 'ideas' are just wanting to turn FW into an arena system. FW isn't about 'fair' fights. It's about a war, just they wanted to keep smaller ships relevant for low barrier of entry.

1 yes
2 hmmm. Concept is ok. Depends on implementation.
3 I wish links in general would go. But ill take anything that kills some ogb at this point.
4 honestly not sure where I stand. Station lockout can be a huge pain in the arse but it also gives a nice homefield advantage.
5 also dont know. It was before my time in fw
6 agree
7 indifferent but its still not null sec

Rats do their job quite nicely and def no to equipment restrictions. Its a fight for the site. Not for kill mails.

There is thread stickied in the Warfare & Tactics forum where Sugar Kyle is collecting information, opinions and ideas on FW that might be worth your consideration: Stepping into Faction Warfare

I do not even understand the lockout problem. Most FW systems have at least one station from a normal NPC faction and if not, there are systems close-by that have such stations.

My ridicule, heavy criticism and general pale outlook about your or CCP's ideas is nothing but an encouragement to prove me wrong. Give it a try.

Doesn't matter who the station belongs to.

All stations lock you out if the system doesn't belong to you. Ironically unaffecting 3rd parties.
Anything in FW space either belongs to one side or another, and unless the system belongs to the NPC side you can't dock in it being in an enemy faction.

CCP has said many of these ideas are good ideas already. They have said they would like better intel tools for fw. They have also indicated they would like to implement timer rollbacks. They originally went with a cashout system and then changed it because a few players asked for the change. They also used to have much lower vp requirements to flip systems but Hans who used to be on csm and flew for the minmatar militia asked them to increase the amount of vp required to flip a system.

I understand from sugar kyle that the idea of no sec status hits in plexes may go through.

Finally they have made it very clear they want to force booster ships to be on grid. They have said that there are difficult technical issues and that is why it has not been done already but as soon as it is solved they will change it. I recomend that the ogbs not work in plexes because 1) it may be technically doable and 2) It seems odd that tech 3 cruiser is not allowed in a novice yet it actually is allowed in through ogb.

So really the majority of these ideas have been either supported by ccp or even implemented at one time or another. It's just a matter of getting it done.

As far as your saying this makes it like an arena. I am not sure. I do not play any games that involve an arena. But I will say that these changes will make faction war sov involve more pvp. More pvp per vp is the explicit goal. IMO there are too few mechanics in eve that promote frequent quality small gang pvp and improving fw is the obvious candidate to help.

I am not sure how you think these changes will make things more "fair". What do you mean?
