As Mr Mac stated,

To regain standings with an Agent for access, you have to fleet up with a Friend or Alt that can receive mission offers from that Agent and have the Friend or Alt character complete those missions as Fleet.

That will generate positive standing with the Agent and when your character gets above -2.00 standing, that Agent will once again be available for access.

Good luck and remember, this issue won't happen if you work with a few different Agents.

"Work with more than one agent" means "wait 4 hours on that agent if you've refused a mission."

You can refuse 1 mission per agent per 4 hour period, with no penalty to standings.

So, as soon as you refuse a mission, show info on the agent and switch over to the NOTES tab, where you can write your own personal / private notes about the agent, and write in: refused 2015.09.08 17:09.

Then you can use the Notes tab for each of your 7 agents to know who's who and how long you have to wait for the penalty period to expire.

I just look at the warning at the bottom of the offer page. If it is less than 4 hours (the wording is different when the timer is running, something like "within the next X hours", as opposed to "every 4 hours" when the timer is reset), I know I have to avoid them.

Using in-game Notes seems way too clever and organized Blink

In reality you need someone to accept the missions and fleet up with you and then hand them in when complete.

They do not need to actually fly the mission you can do that solo so long as they are in fleet with you they can be anywhere in EVE, even docked at Jita.

I assume you will need to be in fleet when the mission complete is registered in the system rather than just fleet up when its handed in. Never really tested that though.
