I am not entirely sure what you are asking.

NPCs in Eve don't really seem to fulfill any functions beyond handing out missions and blowing up Code anyways. I guess you could say NPCs sell skills and trade goods but the latter is not really all that important for Eve to continue funtioning.

We're not NPCs. We're players and that's how Eve works.

If you shoot at player controled ships, if you are mostly red for everybody, If you have a bounty on your head, you are behaving like an NPC.

Everyone can behave like a NPC, there is those Code gate NPCs, there are those belt rat NPCs that shoot miners, there are missions with blobs of NPCs.

Don't kid yourself, AI could potentially be programmed to fight perfectly, keep perfect ranges, warp at the same time, react with precision - negating all the squishy slow and stupid things humans do.
