C4 relic bug?

So we did a Relic C4 site with "open can = reinforcement", we killed initial group, opened first can and nothing .. so we opened more and more untill all cans were opened and still NO reinforcement.
And this happen to both relic we did .. any idea what is wrong?

As far as I know relics and datas in C4 space are mostly broken.

You could get the spawn, but there's no guarantee.

Broken for us as well, exactly the same happened as the OP. Also we had the final wave of another, 4 BSs, that warped to the perch off grid of the site and never came down to us.

CCP nerf cuz too much isk for C4 site. Oh the tears from newbies might have swayed them slightly.

They are broken mostly, I have had a good few of them spawn with the following procedure: successfully hack the first can then fail hacking the second can.
