Nothing to do with number of people on the server, just means lots of people tried to log in at the same time so the authentication server is busy and put you in a queue. It can only process so many login requests at a time.

Yes it never ceases to amaze me just how disruptive and bandwidth hogging the only phone line in the village with it's dial-up connection can be!
