Looking for a small gang T3 setup

I am looking for a T3 any race setup that can be used in shield small gang roams. I would like to have speed but also a good tank and moderate DPS.

So if anyone has some recommendations that are within a 1.5bil price range please let me know, thankyou.

With high DPS ammo, 506 turret DPS on paper, around 350 of that being applied at 20km under ideal circumstances. 66K EHP, 1884m/s (2.6km/s overheated), can perma run it's neut (at 54%), etc. The downside is that you are basically flying a faster, tankier, less jammable Hurricane, and it costs around 600-700M (ten times a Cane).

^use tactical targeting network and capacitor reservoir subs, add invuln field, drop tracking enhancer, use 220s and pimp gyros. and a flight of ecm drones.

Yeah, there are minor tweaks that could be made. I dissolution sequencer subsystem for the additional sensor strength it gives; most Minmatar ships are easily jammed (I've had back to back cycles with a single off-racial jammer on me) and ECM drones + Falcons are a reality in EVE.

And using 220s with two pimp gyros but only one TE is less practical DPS for about 20x the price. Ugh
