The pivot hotkeys seem less than accurate, but here's an idea:

Keyboard, directional inputs -- such that mobility is more simple than requiring a camera direction -- acting on the ship in relativity with the "Tactical Flat", or possibly the "Camera Flat".

Obvious implementations include something like cardinal directions, one up and one down key, and combinations.

Another implementation idea is that the keys queue (buffer) angle corrections. This is possible in correlation with the other idea, probably under a toggle hotkey.

How do you impliment cardinal (see: absolute) directions when the core engine of EVE doesn't even recognize a ships's front unless you have a trajectory? (see: everything about your ship is relative to where it is heading)

Remember... everything you "see" your ship physically doing is a lie. All the server sees are spheres with lines and calculations coming out of it.

..As posted, from the tactical map -- and/or the camera.

How about
1) instead of pivoting the ship, arrow keys pivots a direction indicator hovering in 3space, which functions like a real-life autopilot - when the ship gets to the destination relative direction, the ship starts going in a straight line again.
2) Give a configuration (slider) to set different levels of sensitivity/repeat when holding down the buttons. (In an implementation, you could measure the effect in 1/10th radians per second of down-button. So, if your setting is '10', it would take 2*3.14=6.28 seconds of holding the right arrow down to cause the indicator to go around in a circle, 20 would be 3.14 seconds, 40 would be 1.57 seconds, etc)
3) Align/warp/dock/orbit all reset your direction indicator.
