Fix 'Bounty has been Claimed' Messages

Adjust the message system for claimed bounties so that they only send messages until the person you bountied has had bounties claimed equivalent to how much you placed on their head.

E.g. You bounty a person for 100,000 ISK. When he's killed and 100,000k ISK or greater has been claimed from him, you no longer receive message that they've died.

It will stop you getting messages forever when you bounty a ganker for a small amount of ISK

2) You want to know every time somebody dies? Then you have to place a more expensive bounty on them, and continue re-placing bounties as they are claimed (e.g. it's no longer a free service to receive mail every time someone dies).

Made the mistake of placing a bounty when i was a noob 3 yrs ago, still getting msgs. annoying.

Yawn,  I'm right as usual. The predictability kinda gets boring really.

Yep, have activated an older acc again, got spammed by new notifiaction system telling me that bounties has been payed of during the past months. Dated back to the day I set bounty back to 2014.
Why CCP why? And I did file a ticket with that issue....
