I have a C4 magnetar with static C5 and C5.
No towers, not even dead ones.
The planets have POCOs of mixed ownership. Some InterBus, some owned by previous inhabitants.
It has 8 combat sites and 15-ish sigs at the moment.

I'll get you in for 400M, but it'll have to be today as I prefer to not leave alts here.
