Is this correct that going from 4 to 5 in both skills almost doubles the volume of your bubble?

Volume=4/3*PI*(16m*1.2)^3 =29,651m3

Volume=4/3*PI*(19.2m*1.25)^3 = 57,913m3

95% increase in volume

the T2 bubble is a huge increase in base range.

If you use HICs a lot they are definitely worth training up to 5.

I trained both to 5 on my HIC pilot.

Heavy Interdictors:
5 % bonus to Warp Disruption Field Generator scramble range

WDFG I (Requires Graviton Physics 4):
Warp Disruption Range: 16,000 m

WDFG II (Requires Graviton Physics 5):
Warp Disruption Range: 19,200 m

HIC 4 & WDFG I: 16.0 km * (1 + Heavy Interdictors 4 * 5%) = 19.20 km radius
HIC 5 & WDFG I: 16.0 km * (1 + Heavy Interdictors 5 * 5%) = 20.00 km radius

HIC 4 & WDFG II: 19.2 km * (1 + Heavy Interdictors 4 * 5%) = 23.04 km radius
HIC 5 & WDFG II: 19.2 km * (1 + Heavy Interdictors 5 * 5%) = 24.00 km radius

Incidentally, 24 km is the same range as a Warp Disruptor II, before overloading. So you basically can consider the max-case bubble as an infinite number of points (not to be confused with scripted infinite-point strength).
[Overloading WDFG only reduces cycle duration.]
