No, Fallout was merely stating that they already know about the defect and have found a workaround for us to use in the meantime while they get it fixed.

It rather seems like the opposite: if you have a link that contains an already escaped character, such as (most commonly) %20 (for a space), you need to replace it with the actual character.

Jolt, I suggest using tinyURL or a similar service in the meantime.

The default is marked high and major. Fixing this will not take away from EVE Online development and fixes, btw :D

It is mostly % signs in the post that cause it... usually while editing or quoting post. Specially the url's seem to cause this problem but have seen some separate %-signs cause the same error... Bug has been here since day one.

Of course now you've drawn attention to it those 17 minutes will be used on other resources.

I've seen in other post odd placement of the % cause the quoted message to mess up.
