As the cluster sees continued aggression and warfare, it can be hard to find a place for peaceful interaction with both enemies and friends, of your own kind. Deck23 has been quite successful in this, having had visitors from all big four factions and some independent capsuleer organizations. It's been a place for quiet conversation on subtle and intimate topics to simple and plain joyful cheer.

Deck23 remains open to all Minmatar who can be expected to adhere to the Accords, and I hope more Minmatar throughout New Eden will find that it is a place for them.

Thank you for this notice and reminder! So much has changed since the peoples have joined the stars, and so much forgotten as well. Someone once said to me "Never forget your roots", I find myself losing track of "things", traditions. In light of all the events of recent times I agree, it is now more important than ever to take pause and reflect; look back on our roots and traditions and then step forward with consideration.

As I am not of matari heritage (that I know of) I won't make any inquiries about the venue itself.

However my curiousity has been piqued by mentions of these 'Accords.' I'd very much appreciate it if someone could enlighten me as to the nature of these.

Their origins are lost, largely due to the cataclysmic attempt at eradicating our culture and history. Only some fragments have survived, but they seem to have been an early version of a unifying law across all Tribes. Not too unlike CONCORD, leaving each member their own nations, laws and cultures while having an overarching unity that allows greater progress for all. In theory, at least.

Given that history says we had the longest recorded period of peace in New Eden, it would appear it worked.

The surviving fragments speak of many different things when it comes to cultural tolerance, ensuring conflict is resolved within frameworks protecting as many innocents as possible and of course, of the Neutral Ground.

The entire surviving texts are available on Galnet, but sadly most fragments are incomplete and lack context. It's one of the greatest cultural losses of our people, at the hand of unprovoked aggression. Today, some of our people don't even know of their existence, even though all Tribes adhere to them.

The only part I am a scholar on however, is the Neutral Ground, which I had to study extensively before I was authorized to administrate Accorded Neutral Ground for capsuleers and others away from home. I recommend contacting elders in the Tribes for scholarly knowledge on the full surviving texts.

The Accords speak of the Neutral Grounds, and I have mentioned some of the things they speak of in that regard already. What hasn't come up yet, is the mention of sanctuary. Occasionally, during times of conflict, there have been clans or families finding themselves in risky and unstable situations, who couldn't stay where they were nor go home. These were then able to seek Neutral Ground and be afforded sanctuary, incognito.

In light of recent events, the Empire is understandably going to be a somewhat... unstable place, particularly for those of the People. Deck23, as Accorded Neutral Ground, offer sanctuary and calm surroundings for any Empire loyalists of Minmatar blood that simply seeks to ride out this storm until things stabilize again.

There will be no questions asked, no registry of your stay nor price of entry other than adherence to the Accords during your stay.

Living quarters, sustenance and sundries are of course covered as well.

The Accorded Neutral Ground status has been extended to these living quarters, dining and entertainment areas and station authorities have agreed to provide escorts through non-public areas of the station so no one even has to be seen on Deck23 itself, should they choose to take advantage of this offer.

This is an offer I'd rather hope no one takes us up on, as being in need of sanctuary is an unpleasant experience for anyone and no matter their loyalties I'd not enjoy seeing those of the blood suffer it.

I hope this doesn't become necessary - the Matari were not, after all, the ones who killed the Empress - but all the same, thank you for the forethought. Better to prepare for a crisis that doesn't come than be unprepared for one that does.

Things are more stable here in Khanid. If any of the People, especially those of the Amarr Faith need Sanctuary, but don't feel comfortable with what could conceptually viewed as a more Republic-leaning place, we can take you in too.

That being said, I think Deck23 is still a great place for our People regardless of political or religious differences.

I think anyone who would view an area that is axiomatically a-political as leaning one way or another because its antecedents lie in a given culture is not someone anyone should consider following.

Not accusing you of this, mind you - you're merely warning of the possibility, and it's a valid warning. But it also... doesn't encourage much hope for any lasting resolution to the longstanding causes of bloodshed.

As there has been inquiries as to the nature of Deck23 and the current Sanctuary program availability elsewhere, I am shamelessly giving this a front-page bump.

It would appear that recent events have unfortunately led to attacks on people of our blood, on Amarr homeworlds and I want to give the offer of sanctuary more publicity if possible. I still hope it won't be necessary, but it is available both on Deck23 and on our mother world.
