Probably bad ECM idea

Oh hai.
So I had an idea about how to make ECM more fun and balanced.
Since my ideas are usually terrible, this one is probably terrible, too.

Current problems with ECM:

1. More powerful than any other form of electronic warfare
2. being locked down is unfun (the most important part).

Suggestion:
Instead of keeping a ship from firing or using targeted modules (less pew = less fun), how about ECM messes with friend/foe recognition like the good, old Ordos Deviators from the Dune RTS series?
Being affected by ECM would temporarily:
1. randomly re-arrange your overview, making a third of both allied and enemy ships look either hostile, neutral or friendly/fleetmember,
2. confuse your own drones in space and make them target you.

Like other forms of electronic warfare, two scripts would be available:
1. Fleet script: no effect on drones, but also adds fake fleet broadcasts to your messed up overview
2. Drone script: no change in overview, but every allied drone on grid has a chance of targeting you (greater chance for drones closer to target)

I'd like to apologize for the poor quality of the post above and sincerely hope you didn't waste your time reading it. Yes, I do feel bad about it.

You mean the Falcon is the only recon that can cloak?
There are no cloaking neut boats? Or web boats? Or damp/disruptor boats?

The Rapier gets bonuses to TPs AND Webs. That's the two Minmatar Ewar.
Pilgrim gets bonuses to TD AND neuts. The two Amarr Ewar.
The Lachesis gets bonuses to Damps AND scram. The two Gallente Ewar.

What does the Falcon get?
Bonus to ECM strength; okay, that makes sense. Why not.
And...
Reduced ECM cap usage? Um, I didn't know I needed that. As a matter of fact, I don't need that.

Falcons are not OP. As a matter of fact, Falcons are underpowered compared to the other Recons.

How about ECM itself?
Well Damps always hit things within range. Neuts always hit within range. TD, TP, scram and web always hit.

But ECM doesn't always hit within optimal, and within falloff it's even worse.

On top of that, when we're getting into larger ships with higher sig strength, ECM becomes less and less effective across the board, whereas other Ewar works just fine on other ships. Damps have 100% chance to break the lock of a battleship if you apply enough and if you are at range, PLUS they can force the battleship to be practically unable to lock small targets in any reasonable time. TDs can turn scary battleship guns into a rave party that doesn't hit ****. TPs are, granted, kinda worthless on larger targets, but they still hit. Webs can be mean, neuts can be devistating, points are points. But ECM gets less and less effective as ships move up into T2, T3 and BC and up hulls.

Caldari needs a buff.

Whilst a T1 frig will be permajammed by a Griffin with one mod. A falcon needs 3 racial specific jams out of its seven slots to expect a single successful jam against a T3. So depending on who you ask, ECM can be overpowered or underpowered.

I propose that at least one issue with ECM is the large differences between sensor str between ship types.
