WTB completed single race flyer 65 bill budget

long shot but I am looking for a single race character that has pretty much completed skills for a single race. character will need to have atleast 100million sp to come close. i have seen characters like these in the past.

must have completed offensive skills inc. maxed drones and racial weapons
completed armour/shields
able to fly all t2s subcap pvp wise
good nav/engineering etc
no need for indy or cap skills

if its 2 races i dont mind if its focused.

budget is 65 bill and i will sepnd it all if your character hits the mark price wise.
