looking to buy a single race specialist that has 90 million+ skill points in pvp related areas.

must have conpleted race gunnery inc. specs
have completed shield and or armour skills
fly pretty much all pvp/pve related ships for one race
not looking to fly capitals so not really interested in sp in that area but ill take what i can get
little to no waste in industry related skills
cont mind cross training into one other race

decent name

budget will suffice most characters (60+ billion isk). i have seen characters with what i am looking for so i know they are out there.
