I'm not really all that great with the legal process, to be honest. As you can see by my binding NDA, I tend to get tied up in red tape pretty frequently.

It's fine. Tearing through red tape can be pretty fun once you get the hang of it.

It is an example of Gallente culture. At least a specific subset of Gallente culture. Body modding is a life style, a hobby, an art form and is practiced by many. It's not as prevalent as Minmatar tattoos, but it is not uncommon.
At its heart, the Federation ensures the freedom for individual expression and all that expression therein is an example of Gallente culture.
The secret to 'Gallente culture' is that there is no 'Gallente culture' just a myriad of groups living together, bound by a common desire of freedom and mutual respect.

As a further addendum, most of my work is in genetics. Some of the mods can be more subtle. If, for example someone wants wider hips, that's an easy fix. For a tail, we're going to be splicing in DNA from other mammals to encourage the right bits of growth.
