As this has been a "thing" for some time now and the new T3 destroyer is bonused for it, isn't it about time we saw some warfare modules for hull tanking ?

No, it is not time for this. I would be more inclined to remove all links than to add new ones.

CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.

Anything related to buff of Hull tanking -is taboo for CCP. Almost similar to incest.

Not to mention that CCP would probably nerf hull tanking so that you would need the boosts to keep what you have now. If we got lucky, it would end up 5% better. If we got unlucky, it would end up 500% better or 50% worse.

No... not until hull rigs get a meaningful pvp related drawback (agility would make sense).
