Trying this again, we'll see how it goes.

All non-mining leadership at V, boost from any command ship or T3

T2 shield (basi & scimi) and armor (guard & oneiros) logi (Incursions are easy)
T2 fit Mach if you want to do DPS incursion (but logi is cheaper to fit)

Excellent sub-cap skills, all BC and below at 5

All strategic cruisers trained, loki at V

Eveboard

non-stupid name.

All CCP rules apply
Pilot has positive sec
Pilot is in Jita
Pilot has no kill rights
Pilot in NPC corp
