Why cant we have the skill book for gallente tactical destroyer, this will put gallente pilots in an disadvantage even more. They could lower that advantage by giving us at least the skillbook to train the skill so when the ship is out they can immidiatly fly it properly

No, they didn't do this for anyone else. Why would they start now? Deal with it.

Takes like what? 3 days to get to level 4? During that time the ship will be as much as a PLEX so what's the big deal?

Takes 20 hours to build a D3. Takes far less than 20 hours to learn the skill, so guess what, when the ship finally gets built, you'll be able to fly it.

1. No they didn't do this for any of the other 3 of them. less than 0 reason to start now, not to mention options of "Fair Play"
2. It takes like a week to max out the skill, you can handle it, the rest of us did.
3. Its also your own fault for not donating more parts to the gallente federation during the event, granted one pilot couldnt have done too much but just a few could have slid it into 3rd place.

Would be nice if there were actually some GTD skillbooks for sale! Did CCP forget to include them in the release?
