make 2 pools make it so you have to choose 1 each time a new 1 starts to as to where your tickets will go and limit the smaller one to say 1000 tickets no matter what level you are

The whole POINT of the Stellar in my opinion is that ordinary Joes and Joess' CAN win a ridiculously large sum of money that will change their EvE life (or more likely they'll gamble back).

Yes. The same winners are more likely to win but their one ticket they win with has as much chance as your one ticket you didn't win with. It's that simple.
