WTB Max Astarte leadership booster w/o wasted SP

I'm looking for a leadership character that must have the following:
Command Ships 5
Gallente BC 5
All leadership spec skills to 5
Warfare link spec 5
Cybernetics 5
Wing Command 4 is OK

I'm not interested in paying for wasted SP. I'll consider characters with more than my requirements, but won't be going much over budget to bid on them.

looking for 15bil sry... it has cs 5 and all leaderships skills, just that by itself not even counting the wasted sp is worth well over 14bil
