CONCORD has divisions that monitor the activity of capsuleers in nullsec and in W-Space, its how theyre able to keep us on a leash by restricting what we can and cannot do. They also have a lot to do with maintaining a tenuous peace with the empires. The difference is the CONCORD police force only operates in High sec, and relegates control of low sec to automated systems such as the gate guns. Where in Null sec they simply step back and let us police ourselves, watching the chaos from afar

If you take a look at the history http://evemaps.dotlan.net/system/ZXIC-7/events you may notice that the previous owner was Phoebe Freeport Republic.

Phoebe Freeport Republic is an alliance that was created just before Phoebe expansion when the first set of sovereignty changes were deployed (jump fatigue). It was created as an alliance which would take some systems just because they can and because large alliances aren't that mobile after the Phoebe expansion. Their stations were free for all (at least that I've heard) so I'm guessing CCP transferred the ownership to SCC as part of EVE's history.

Either that or the station is bugged Lol

Ya, its probably what happens when the station owners disband without transferring it, although I dont live in sov so that might be wrong

The corporation that held the station was disbanded on 2015-05-15, without transferring the station control to another corporation within Phoebe Freeport Republic. Thus, CONCORD has swooped down from on high and laid their hands upon the fallen station, breathin' life into it once more.

I blame Falcon for this.
