Currently this deployable:

Hides any ship within it's sphere of influence (SOI) from d-scan.
Blocks ships within it's SOI from d-scanning
Block ships within it's SOI from using scan probes
Shows up on d-scan to anyone within range

Coupled with local (any space not in w-space) and the fact that it shows up on d-scan for anyone outside the SOI it becomes rather lackluster for use in most cases.

I propose that if it is going to block d-scan and the use of combat probes for those within the SOI that the module itself not show up on d-scan for those outside the SOI but remain a combat probable deployable. In trade, lower the sensor strength to allow easier probe scanning.

Agreed. Make it bloom when scanned but making it dscannable is counter intuitive.

There was a very very fine line between balanced and overpowered with this structure.

It is balanced quite well right now.

If you don't follow the rules, neither will I.

The part I underlined is actually THE balancing point for the Scan Inhibitor.

People see the Inhibitor... but they don't know what could be waiting for them around it. It could be a trap... it might not be.

It is basically a "meta-game" deployable. It's not supposed to provide you with any degree of safety outside of hostile players second-guessing themselves.

And yes... this is a very powerful tool if you can initially lay down a few traps to condition anyone who lives in the area to "stay away."
