Re-balance Evasive Maneuvers Ganglink and Halo Implants.

Hello There, Currently I feel like Halo Implants are currently not strong enough In relation to the Evasive Maneuvers Ganglink, it's no secret that ganglinks need to be rebalanced and mechnically changed, but I want to suggest something which can be implemented in the mean-time, while CCP find a suitable solution with off grid boosters and ganglinks.

Right now a Set of HG Halos (20.7% sig reduction) is far weaker than the EM ganglink, which provides 33% boost from a mindlinked strategic cruiser, and 34.5% when provided from a mindlinked command ship with the Skirmish bonuses. You actually need to consume the Improved X-Instinct Booster in addition to having HG Halos to out-surpass this bonus while without links. Imagine if the Rapid Deployment Gang-link gave you 50% more speed than HG snakes gave you! wow!

I feel like Halos should provide the biggest bonus to damage mitigation and the signature radius stat. Here are the current statistics for the Halo sets and ganglinks, and the combined values, I would like to keep the maximum achievable damage mitigation in the game possible (HG Halos+Links) but Swap HG halos and Links power level, then boost the Midgrade Halos and Low-Grade Halos as to keep the current combined values).

Current Halo Set bonuses
LG Halos: 9% Reduction
MG Halos: 14.2%~ Reduction
HG Halos: 20.7%~ Reduction

Mindlinked Evasive Maneuvers (Current)
From CS: 34.5%
From T3: 33%

Combined Bonuses (Current):
LG Halos+CS EM: 40.4% reduction (59.6)
MG Halos+CS EM: 43.8% reduction (56.2)
HG Halos+CS EM: 48.1% Reduction (51.9)


Proposed Mindlinked Evasive Maneuvers
From CS: 21%
From T3: 19.95%

Proposed Halo Set Bonuses
LG Halos: 24%
MG Halos: 28%
HG Halos: 33%

Combined Bonuses (Proposed)
LG Halos+CS EM: 40%~
MG Halos+CS EM: 43.1%~
HG Halos+CS EM: 47.9%~

Note: LG Halos might be a bit too good, compared to the equilvilant LG Crystal, LG Snakes etc. the 24% figure I posted is just to keep it in line with what we have now achievable on TQ, Dropping the LG Bonus to 20% or 15% would probably be reasonable.

+1 from me. All the implants should follow the same idea of "If I can use it to affect me individually, then it should be stronger than if I was affecting multiple people at the same time" philosophy.

I'm currently out of game, but do all the other implants work similar to the Halo set or are their base percentages higher than the equivalent links?

I would suggest also giving those values with the other sources of sig reduction. CCP has to consider low use, mid use, high use, and obscene use of all things that affect the same stat for balancing purposes to make sure nothing becomes the "End All" in any section of space. Especially with ship bonuses getting thrown into the mix with the new T3D's.

What would happen with a gang of T3Ds in a C6 Wolf Rayet with max links, strong X-Instinct, full HG Halos in defense mode?
What happens in the same scenario in known space with Titan bonuses to reduce sig?

I give the +1 for CCP to look into it but the equations might allow some to get their sig so low it would be untouchable with any current weapon system if they were sitting still because of the sig resolution of the weapon.

I know for sure you can get the sig radius of a T3D smaller than a pod with links, HG Halos, and some drugs and the result is so funny when people cant hit you with webs and blasters.

The Combination of Links+Halos is almost identical, and because of that, the bonuses from WR wormholes, or other sig reduction bonuses such as that from T3Ds, or the X-Instinct booster would function and have almost identical values to what is currently possible in the game now.

Gang links should be nerfed rather than any implant set be buffed.

atm halo set isnt that good though when you can get a snake set that will allow for almost identical speed/sig tank while also being faster a slight buff on halo wouldnt really hurt them. Proposed numbers would be a bit strong though.
