Planetary Interaction not working

Okay lets start this off with what I have already done.

A: Already checked to make sure I have the correct Command Center. Yes, I have every type.
B: Already checked that I have no active ones currently in operation or that I have no reached my limit. None in operation or placement, I have currently a limit of 3.
C: Already submitted a ticket because I am not getting an error message when attempting to place.

So Yes, I have tried to get PI going, as I have not played with it since about the time it first came out, as I had no decent place to do it in during that time to this time. As of now though, I cannot place any command center at any planet, it does not give me a reason why, it just acts like my command is not even being acknowledged by the system. I am at a loss, as its taken over a month just to get to where I am at now with the GM's and I need PI in order to continue building equipment and mobile units for my corp.
