Contracts bugged ?

I cannot make any contracts from any of my accounts to any character. I get the message:

"No Owner can be found with {whatever name} in the beginning of its name"

Is anyone else having this problem ?

Check you are spelling the name correctly and clear your cache, see if that fixes it.
