That is not true. I used to destroy DED ships in Delve everyday last year. If CONCORD had the ability to stop me, they would have not let me kill their hapless crews by the millions.

Those were external forces the DED uses to patrol baseliner pirate space. No match for a Capsuleer. Do not mistake that for the strongest they have.
