I find it concerning that the organizers of this conference relaxed their stance on outlaw factions (as defined by CONCORD), to prohibit only those in greatest opposition to the Amarr Empire. This could be seen as a cultural bias toward Amarrian viewpoints.

A Blood Raider pirate, who interdicts lawful space traffic for the purpose of dragging slaves back to Delve is considered a threat to humanity. Whereas an Angel Cartel pirate, who interdicts lawful space traffic for the purpose of dragging slaves back to Curse is entitled to case-by-case consideration because they also happen to pretend to support Amarr or the Khanid Kingdom? It would, in my opinion, have been better to stick to the original statement of intent and prohibit them all, as none of them truly wish for there to be a peace between the four great powers. By opening this up to discussion you have, before your conference has even begun, already been forced to shout down representatives of one faction. The fact that you have had to resort to this already shows the disruptive intent of all such outlaws.

Monsieur Morn,

Allow me to apologize from the outset regarding the perceived cultural bias, I assure you that it is not intentional. The dilemma regarding the Blood Raiders (in specific) is the inability to reconcile blood rituals and ritual sacrifice with the intentions of this conference.

Stating that Blood Raiders "drag slaves back to Delve" is ignoring the end result of those in slavery to the Blood Raiders; that being human sacrifice, bloodletting or other similar inhumane fates that are considered a threat to humanity by the conference and its officers.

The exception being made for other "criminal" organizations (as determined by CONCORD) has nothing to do with their proclamations of support for or against any of the major empires, but rather that the social, political and ethical natures of their practices (business or otherwise) can be reasonably negotiated with or against by other parties at the delegation.

For instance, it is possible for a delegate of the Republic (or any of the Tribes) to state that a workable solution toward peace with the Angel Cartel would require the dissolution of their slave raids and hubs, as well as the full cease of operations of slavery within their Cartel. While this may be deemed unacceptable to the delegate(s) of the Angel Cartel, it is within reason to suspect that such a change could be made in the interests of peace without destroying the core for existence of the Angel Cartel itself.

To attempt to make the same claim to a Blood Raider would be to eliminate the very core of their existence, as blood rituals and sacrifices are one of the (if not the only) purposes for the existence of the cult to begin with. Suggesting a cease and desist of this operation would require the abolishment of the organization altogether.

It is our hope that this clarifies the distinction.

You doubt SuVee being happy to oblige to get control of territories?

I haven't heard such ignorance for years.

Knowing this corporation very well, I guarantee they don't just agree to liberation of colonies, they would want to occupy others, they will want as much land as they could grab. They are well-known for their hunger for estates even outside of the State. I don't understand how anyone like you haven't heard about them.

Since I really have no faction to represent, however, I would only be attending as an observer and ... well, I guess, journalist, though that seems like maybe a little bit too ... professional ... a title for what I do.

How one can even consider accepting peace with an empire or organization that not only condones, but practices slavery is beyond my comprehension. I will attend as a representative of a small bloc of the federation, but I don't see much hope personally until this barbaric practice is addressed.
