why does this happen ?

whenever i zoom out even a slightest bit im loosing texture on every object ingame

i have this when I run lowest settings on my old pc. game runs very bad there despite the met requirements and available resources.

I was wondering where and how to send a shot of an issue I reported years ago... image of deffect
the only edit on the screenshot is crop and draw red arrows. so game really looks that bad on max (fake aa disbled).
